About the Standards Document

This document introduces the NHS Quality Improvement Scotland (NHS QIS) Standards for The Provision of Safe and Effective Primary Medical Services Out-of-Hours.

These standards cover three key elements of the service:

  • Accessibility and Availability at First Point of Contact
  • Safe and Effective Care
  • Audit, Monitoring and Reporting.

Putting in place arrangements to meet these standards will support the development of safe and effective out-of-hours services across Scotland. Monitoring performance against the standards will promote the sharing of good practice and will also help to address more challenging aspects of this service.
