Eileen Moir has enjoyed a successful NHS based career since 1974 holding posts in the Shetland Islands, Dundee, Bristol, Aberdeen, Scottish Borders and Edinburgh within the general and mental health sectors.
Eileen’s career has spanned clinical development, nurse management and executive nurse directorship.  This included leading the development of the new governance arrangements for Grampian Primary Care Trust between 1999 and 2001 followed by Board Nurse Director for NHS Borders until she joined NHS QIS in June 2007.
 
Eileen studied with the Johnson and Johnson/Kings Fund Nurse Leadership Programme between 1997 and 1999 and gained a Masters Degree in Management Studies a year later.  During the course of her career Eileen has studied various aspects of health care in the USA, Czech Republic, South Africa and New Zealand.
 
Eileen lives in Selkirk, Scottish Borders with her husband.

Following her graduation from Edinburgh University in 1986, Penny held a variety of clinical posts in Edinburgh, London and Australia; specialising in intensive care.
 
In 1994, she made her initial move into research and practice development; joining the Nursing Studies Department at Edinburgh University. She spent four years working as a research associate on a number of nursing research projects: including a study of patient information needs and an exploration of research utilisation in nursing in Scotland.
 
Subsequently, Penny moved to the Borders General Hospital as Practice Development Nurse, working with all levels of staff to develop innovative ways of working and take practice forward to enhance patient care.
She was then appointed as Senior Nurse with the Nursing & Midwifery Practice Development Unit, prior to working in the Practice Development Unit of newly-formed NHS Quality Improvement Scotland in 2003.

Fiona qualified as a Registered Nurse in Ireland and as a midwife in Scotland. Following a career of clinical practice and senior management in the maternity services in Lothian, Fiona moved to the Scottish Executive Health Department to develop maternity services policy. The resulting 2001 publication, A Framework for Maternity Services in Scotland, set the template for services provision in Scotland over the next decade.
 
She was appointed Employee Director by the Minister for Health to represent the staff at the Board of NHS Quality Improvement Scotland. Fiona has served on the Council of the Royal College of Midwives as an elected Scottish representative; she is a practicing Supervisor of Midwives in Lothian and on the Editorial Board of the British Journal of Midwives.
 
Fiona has been a Professional Officer with NHS Quality Improvement Scotland since it was established in January 2003. Her initial remit was for national midwifery practice development, but over time her portfolio has been extended to include children and learning disability services.

Claire has joined QIS from a secondment post at the Scottish Government as AHP Consultant in Cancer for Scotland. She has a post graduate diploma in psychoanalytic therapeutic skills with children and young adults and has published work on palliative care.
 
Claire has worked in a variety of different settings including hospital, community, school and nurseries, as well as a children’s hospice. She qualified in 1981 as an occupational therapist and since then has been working in acute psychiatry and neurology before choosing to specialise in paediatrics. This work has included working with premature babies, pre school children, primary and secondary school age and young adults with a range of conditions including; development coordination difficulties, neurological conditions, emotional and behavioural- based learning difficulties, developmental delay, learning disability and children’s palliative care.

Rosemary Hector is a graduate of St Andrews University. After obtaining a postgraduate certificate in education (PGCE) she taught in independent (HMC) schools across Scotland, England and Northern Ireland. Whilst working in Bath and Birmingham, she contributed a text (Energy Matters) to a series published by Hodder & Stoughton for A level students as well as to a standard text for GCSE students, published by Oxford University Press.


On returning to Scotland in 1998, Rosemary worked at the Royal College of Physicians and the Clinical Standards Board, where her writing and presentation skills were employed, before taking on her current post in NHS QIS. She works across all the streams of practice development activity, giving project management expertise and support to the Prevention and Management of Falls programme, the Tissue Viability programme, and midwifery projects. She works closely with clinicians on secondment from the NHS and is currently undertaking a Diploma in Coaching. She is also involved in the Best Practice Statement development and review process. She was formerly involved in Reviewer Training, where NHS professionals are prepared for participation in NHS QIS peer review visits.

Michelle Miller

Michelle has over 10 years experience of working in NHSScotland at both acute and special board level. During this time, she has worked within business administration, project management and practice development. She graduated from Glasgow Caledonian University with an MBA in 2003 and is a qualified PRINCE2 practitioner.
 
Working alongside Claire Tester (Professional Practice Development Officer), Michelle is currently responsible for the co-ordination of a range of practice development projects and supporting the Practice Development Network for Allied Health Professions. This role involves co-ordinating activities, developing processes and communicating with clinicians and key stakeholders to support practice development activity for the ten Allied Health Professional groups across NHSScotland.
 
Since joining NHS Quality Improvement Scotland, Michelle has been responsible for the co-ordination of Health Technology Assessments and Evidence Notes. She was also a member of steering groups for a variety of projects including Aphasia in Scotland, Developmental Co-ordination Disorder and Dysphagia Implementation Support Programme.

Pauline has over 10 years experience in NHS healthcare and business administration working in Scotland, England and Saudi Arabia.
 
Pauline graduated from Glasgow Caledonian University with an MBA in 2006, is a qualified PRINCE2 practitioner. and has provided NHS QIS with office management, facility management, project management and business administration support
 
Within the practice development unit, Pauline coordinates the Professional Nursing Network working alongside Penny Bond (Professional Practice Development Officer (Nursing)). Pauline is responsible for coordinating activities, developing processes and communication with clinicians and key stakeholders to support clinical effectiveness, evidence based practice and practice development activity across all health boards in NHSScotland.

Joanne has over 3 years local and special health board experience in NHSScotland and has an honours degree in health studies from Napier University, Edinburgh.
Before joining NHS QIS, Joanne was involved in various project roles including working on the national nursing and midwifery workload and workforce planning project and nationally coordinated nurse bank arrangements project.

As project officer for NHS QIS, Joanne was involved in the clinical governance and risk management peer review visits and wrote a number of local reports as well as contributing to the national report. 
Joanne is currently enjoying working on practice development topics in the areas of women, children and learning disabilities. This involves providing project support to a number of projects and leading on the development of a best practice statement for children with a tracheostomy.

Jane has administrative and social care experience, an HND in Caring Services from the University of Lincolnshire and Humberside, and an HNC in Business from Reid Kerr College, Paisley. She is currently studying BA Business at the University of Paisley.
 
Her practice development role as Allied Health Professional Administrator involves the organisation of events, including liaising with attendees, venues and suppliers, and the distribution of information on all aspects of the event. She administrates the AHP section of the QIS website, develops and distributes AHP Network Bulletins and responds to requests for information relating to all ten of the Allied Health Professions.

Debbie joined the Practice Development Unit in November 2007. She previously worked for the Department for Work and Pensions and has experience in Administration and Customer Service. Debbie supports the Professional Practice Development Officer (Nursing) and the Practice Development Project Co-ordinator.  She also provides administrative support to Project Managers. Debbie’s other main duties include arranging meetings and events, liaising with suppliers, venues and attendees, distributing Best Practice Statements on request and other general administrative duties.

Dawn graduated from Napier University in 2008 with an Honours Degree in Business Studies and Psychology. Dawn supports the Professional Practice Development Officer and the Practice Development Project
Co-ordinators. Dawn is involved in the organisation of events, including liaising with attendees, venues and suppliers, and the distribution of information on all aspects of the event. Dawn is also administrator for the midwifery shared space, which includes updating the shared space on a regular basis with information that would be useful to the members.

Lisa joined the Practice Development Unit in January 2009. She holds two SVQ’s in Business Administration.
 
She previously worked for a private recruitment firm, dealing with all matters of the administrative function and at QIS, Lisa’s main duties include arranging meetings, distributing Best Practice Statements on request and other general administrative duties. She supports the general administration of the Edinburgh office and also provides administrative support to Project Managers, Coordinators and Professional Practice Development Officers.

Leslie has experience as an administrative assistant and a scientific officer and has an HNC in Mathematics and Computing and a Degree in  Mathematics, Statistics and Computing.
 
Leslie has previously worked with the Local Health Council in Argyll & Clyde conducting and analysing patient surveys, processing patient complaints and designing and maintaining website and databases.
 
Leslie has previous experience with the Scottish Health Council whose role is to ensure that NHS Boards take account of patients’ views when they make decisions about Scotland’s health services. Her role within the practice development unit of QIS involves general administration and website and database support.
 

Improving Nutrtional Care Programme Manager

Jeannette Morrison is Programme Manager for the Improving Nutrition Care Integrated Programme, and is a senior member of Lothian NHS Board’s single system Clinical Governance Support Team.
 
Prior to this, she worked as Quality & Accreditation Manager for NHS Lothian, coordinating all external accreditation processes on behalf of the Board, and she also worked with NHS QIS as a Liaison Coordinator.
From 2002 Jeannette carried out the role of Trust Clinical Governance Coordinator. This involved coordinating external visits and accreditation processes such as Clinical Standards Board for Scotland / NHS Quality Improvement Scotland Peer Review visits, Audit Scotland inspections and the RCGP Practice Accreditation Scheme. She worked closely with clinical staff during this time supporting them with their clinical governance activities and projects.
 
Previous roles include Charge Nurse in a general surgical ward at St John’s Hospital and Nutrition Support Nurse for the Royal Infirmary of Edinburgh. Jeannette studied at South Lothian College of Nursing.
 

JBI Implementation Project Manager

Jill French has been working as the NHS QIS Project Manager for the JBI Implementation Project since October 2007. Jill is seconded from NHS Greater Glasgow and Clyde where she worked as a practice development physiotherapist across the Community Health and Social Care Partnerships and Community Health Partnerships in GG&C.

Before moving to her practice development post in Glasgow Jill worked as a Professional Lead Physiotherapist within Nottingham City Primary Care Trust and prior to that worked with the Multiple Sclerosis Society as a Project Manager supporting the development and evaluation of physiotherapy services. 

Her clinical background is as a physiotherapist specialising in neurology.

 

Mental Health Projects Manager

David has been seconded to NHS Quality Improvement Scotland (QIS), Practice Development Unit, in the role of Mental Health Projects Manager since January 2008. In this role he has led the review of the Best Practice Statement ‘Admissions to Adult Mental Health Inpatient Services’ and developed the national multidisciplinary database of positive and innovative practice in mental health, ‘PIRAMHIDS’.

His substantive post is in Ayrshire & Arran, working in the Intensive Community Support Services where he initiated and co-ordinated a National Conference for Crisis Intervention Teams, and contributed to the development of the Practice Toolkit in relation to the National Standards for Crisis Services.

Having initially qualified as a registered Mental Health Nurse, David worked in acute admissions in Fife, where he developed specific interests in areas such as the management of violence associated with patient and staff safety and the promotion of suicide prevention.  Following a BSc in Health Studies he then moved to Ayrshire & Arran to take up a community based post; initially working as a Mental Health General Practice Liaison Nurse prior to becoming a Community Mental Health Nurse in 2000. 

As of April 2009, David has also taken up a post as a National ICP co-ordinator within the Performance Assessment Unit at QIS.
