Background
The Learning Disabilities Quality Indicator Revision Group was established in March 2003 under the chairmanship of Dr Margaret Whoriskey, Principal Advisor, Disability Services, NHS QIS. Membership of the group included health and social care professionals. The revised Quality Indicators for Learning Disabilities were developed by this Group and published in February 2004 following extensive consultation.
The Learning Disabilities Quality Indicator Project Group was established in February 2004 under the chairmanship of Dr Margaret Whoriskey, Principal Advisor, Disability Services, NHS QIS until December 2004, and Michael McCue, Advisor, Disability Services, NHS QIS until the end of the project. This group oversaw the peer review process for the learning disabilities quality indicators.
Local Reports
Peer review visits to all NHS Board areas in Scotland were conducted between October 2004 and August 2005 to assess performance against Quality Indicators 1, 4, 5 and 6. A local report on each NHS Board, including a detailed assessment of their performance against each quality indicator reviewed has been published and all are available below. Each local report is accompanied by an easy-read summary.

Independent Sector
Following a joint working initiative between NHS QIS and the Scottish Commission for the Regulation of Care (Care Commission), it was agreed that NHS QIS would review inpatient learning disability services provided by the independent sector in the 2004 2005 programme of visits. Monroe House, an independent hospital for people with learning disabilities in Dundee, was reviewed in August 2005. This report is available below.

Evaluation Report
The programme of NHS QIS visits included people with learning disabilities and family carers as members of all the review teams and, in doing this, NHS QIS has underlined the importance attached to understanding and valuing the perspectives of those who receive health services. An evaluation report of this programme has been produced, and is available below.
