NHS QIS has developed a strategy document Shifting the Focus: Leading on Quality Improvement and Patient Safety in Community and Primary Healthcare Services.

 This document outlines the organisation’s commitment to support NHS Scotland to continually improve the quality of care and treatment delivered to patients in the community and primary healthcare services.NHS Scotland is developing a range of innovative and flexible local solutions with a focus on prevention, anticipatory care and integration between primary care and specialist community and hospital based services.

About Shifting the focus


Given the strategic direction that has been set out for Scotland in 'Delivering for Health', and the drive to move care from hospital settings into the community, NHS QIS is committed to reflecting this shift of focus in our work programme.
 

Work Programme 2007-2010

The Community and Primary Healthcare Work Programme will complement and expand on the findings of the QIS Clinical Governance and Risk Management Review Programme as well as the ongoing work of the NHSQIS Clinical Governance and Patient Safety support unit.

This consultation paper builds on discussions with key stakeholders working in community and primary health care services in Scotland as well as representatives of SEHD Primary Care Division. NHS QIS aims to support the implementation of Delivering for Health and the action plan set out at the end of this paper describes the approach we plan to take together with the initial projects we will set up to take this work forward.

There is already a great deal of quality assurance and monitoring in place in the community and primary care setting and with the introduction of new contracting arrangements for general medical services, general dental services, optometry and community pharmacies, there is potential to use this information that is currently collected to improve the quality of these services.
 
As part of this work NHS QIS has recently undertaken a mapping exercise and published this report which summarises the;
  • Contract related monitoring work that NHS Boards are required to carry out
  • Clinical effectiveness work (non-contract based) that NHS Boards are undertaking
  • Quality assurance work undertaken by other organisations and professional bodies
  • Primary care quality monitoring / quality improvement work that is already underway
This should be regarded as a working document which will help build the evidence base and act as useful point of reference for the future.
