Development of the draft standards
The standards for ICPs have been developed using a collaborative approach. All main stakeholders have been involved, including service users and their informal carers, and people from healthcare, local authorities and voluntary organisations. This has given access to the expertise of those who have experienced mental health problems, care providers, managers of services as well as experts in ICP development and implementation.
A multidisciplinary and multi-agency steering group was formed in April 2006, to oversee the project. The steering group directed the work of seven subgroups, which were tasked with development work: five condition-specific subgroups, one group addressing generic issues and a public involvement subgroup.
Over 60 health and social care staff together with over 40 service users, informal carers and representatives of voluntary organisations, have been brought together in these subgroups. This includes primary and secondary care clinicians (consultants, psychologists, GPs, other doctors, nurses, allied health professionals (AHPs), pharmacists), service managers, ICP experts, information professionals, SEHD representatives, social care and local authority representatives as well as an NHS QIS project management team that includes three national ICP co-ordinators.
Each of the subgroups has met approximately five times since April 2006. The groups began by agreeing the remit of their work, the specific group of service users that the ICP standards apply to and the main evidence base that is relevant to their work. An evidence table was produced, summarising the guidelines and other published literature relating to each topic. Standards for ICPs for each condition are based on the available evidence and the expertise of the subgroups.
Effort was concentrated on setting only key standards and to only set standards for crucial aspects of structure of care that make a difference to outcomes, from the perspective of the service user.
The steering group was tasked with overseeing the compiling and co-ordinating of the subgroup work, collating generic issues and agreeing a facilitative accreditation process. The draft ICP standards are presented here for consultation and feedback. The final version of the standards may be presented in a different format and may have different content. The ICP standards will be accompanied by an ICP resource pack to support their implementation.
Overview of ICP standards
The standards have three elements.
- Process standards: that describe the key tasks which affect how well ICPs are developed in a local area.
- Care standards: condition-specific standards concentrating on key interactions and interventions that must happen for people with that condition.
- Service standards: to measure how ICPs are implemented and the variations from planned care recorded and acted on.
Consultation
Consultation on the draft clinical standards will take place between April and June 2007. To begin the consultation period each NHS Board has been invited to hold a local consultation event, details of which will be distributed locally. In addition, NHS QIS will be holding 3 open meetings (exact dates and venues to be confirmed).
The purpose of the open meetings, which are being held as part of a wider process of consultation, is to give a range of people, drawn from all parts of Scotland, an opportunity to debate the issues and influence the draft standards.
