The steering group
An NHS QIS diabetes steering group was established in May 2006 to provide advice and support to NHS QIS on appropriate methodology to review against the existing standards. The group is chaired by Dr Mike Small, Consultant Physician, NHS Greater Glasgow and Clyde. Membership of the diabetes steering group includes both healthcare professionals and members of the public.
The 2003 reviews
Following the initial round of diabetes reviews in 2003 to assess performance against the Clinical Standards for Diabetes (2nd ed.), the national overview and local reports were published in March 2004.
NHS Quality Improvement Scotland (NHS QIS) is now undertaking this programme of follow-up reviews to each NHS board to reassess all criteria assessed as either ‘not met’ or ‘not met (insufficient evidence)’ during the 2003 reviews. Each review team assesses performance using the categories ‘met’, ‘not met’ and ‘not met (insufficient evidence)’, as detailed below.
- ‘Met’ applies where the evidence demonstrates the standard and/or criterion is being attained.
- ‘Not met’ applies where the evidence demonstrates the standard and/or criterion is not being attained.
- ‘Not met (insufficient evidence)’ applies where no evidence is available for the review team, or where the evidence available is insufficient to allow an assessment to be made.
A final category ‘not applicable’ is used where a standard and/or criterion does not apply to the NHS board under review.

Diabetes UK
NHS Quality Improvement Scotland (NHS QIS) commissioned Diabetes UK Scotland to facilitate the review of the care experience of people living with diabetes in Scotland.
Diabetes UK Scotland held focus group meetings involving people living with diabetes in each health board area in Scotland. These meetings took place between November 2006 and April 2007 and are now complete.
The purpose of the review was to support the work of the NHS QIS assessment of the implementation of diabetes standards - by ensuring the voice of people with diabetes and their families was a key contributor in the process.
