Tackling Indifference is a national overview for healthcare services for people with learning disabilities. It is based on the NHS QIS local report for each NHS Board area, and reports on the performance across Scotland against the learning disabilities quality indicators 2 (Promoting Inclusion and Wellbeing and 3 (Meeting General Healthcare Needs). This overview, together with supporting information is available for download below.

About these reports

These reports represent the findings from the 2008-2009 learning disabilities peer review visits to NHS boards’ throughout Scotland. This peer review process was initiated at the request of Shona Robison, Minister for Public Health, following 2 fatal accident inquiries and a number of reports into services for people with learning disabilities across the UK.

NHS QIS published the revised quality indicators for learning disabilities in 2004.

In 2008-2009, the NHS boards’ were assessed against quality indicators 2 and 3:

Quality Indicator 2: Promoting Inclusion and Wellbeing

Quality Indicator 3: Meeting General Healthcare Needs

These quality indicators were revised prior to the reviews in line with the NHS QIS best practice statement audit tool (Promoting Access to Healthcare for People with Learning Disabilities) (2006).
